In a surprising couple of decisions Thursday, FIFA, world soccer’s main body, selected to award the World Cup Russia 2018 for Men’s and the 2022 competition to Qatar. It was a case of FIFA bravely going somewhere FIFA has not gone previous. The World Cup has never been staged in either the former Eastern bloc or in the Middle East.
